Arif Hilâl was a human who lived on Mars. He was a coordinator of Redpeace.
Hilâl was suspected of being part of the terrorist group Crimson Dawn, but the Fourth Doctor discovered that the Ares Corporation was behind the terrorist group, hoping to discredit Hilâl and Redpeace. He was killed by Paul Ares' men. (PROSE: Crimson Dawn)
