The Fisher King invaded Tivoli in the 20th Century, ruling for ten years before being overthrown by the Arcateenians. Faking his death, his "body" was taken to Earth by funeral director Prentis, where he initiated a plan to summon an army, but was killed by the Twelfth Doctor shortly after. (TV: Before the Flood)

Culture
At first glance the Tivolians were a society of cowards. They never defended themselves and did everything they could to make their conquerors as comfortable as possible.
