A being of uncertain origin, Manger has the power to cross between timezones, apparantly without the need for a Tardis.   
 
No background information exists on Manger, apart from his appearances in Cardiff in both the 1940's and the present day, but as those appearances seem to centre on one building it's unclear if his abilities can allow him to cross space as well as time.
