No background information exists on Manger, apart from his appearances in Cardiff in both the 1940's and the present day, but as those appearances seem to centre on one building it's unclear if his abilities can allow him to cross space as well as time.

Having dissapeared claiming that his 'work was done' after bringing a satanic being to Cardiff (Torchwood:End of Days) it's unknown if Bilis Manger will reappear.
Nothing is really known of Manager, not even his origin as a [[human]] or a being posing as human.
 
He first encountered the Torchwood team in [[the Ritz]] dance hall in January [[1941]], immediately taking a sinister interest in [[Jack Harkness]] and [[Toshito Sato]]. Manger's possession of a file with the hand-lettered label "Torchwood" indicates he had some connection with [[1940s]]-era [[Torchwood Institute]].
