Carter was a member of the Fifth Segment Force, Battalion Five. He was one of the soldiers who processed the Tenth Doctor through the Progenitor on Messaline, creating the Doctor's daughter, Jenny. He was killed moments later by a group of Hath. (TV: The Doctor's Daughter)
