Madam Rosa was a fortune teller who resided on Zebadee. She was supposedly one of the greatest fortune tellers of all time.

The Second Doctor consulted Madam Rosa during a visit to Zebadee while John and Gillian went to visit friends. She gazed into her crystal ball and told him that she saw "a strange box whirling through time and space... and a rendezvous with deadly robots".
