Potter was a human who was looking for the Seventh Doctor and Mel on Puxatornee. He told them that they were under arrest. In one timeline he was a sight guide for the Slithergee. In another he was a security agent, and he arrested them for thinking they were Slithergee agents. (AUDIO: Flip-Flop)
