A scarecrow was a man-like figure designed to deter crows from eating crops.
Overview
The Master briefly dressed himself up as one in order to spy on the Doctor. (DW: Mark of the Rani)
At other times, the Time Lords (TVC: The Night Walkers and the Family of Blood DW: Human Nature/The Family of Blood) have made animated scarecrows.
