Vourakis 3 was the central trade colony of the Earth Empire. It was governed by Ron Cordell. During his reign, there was a planet-wide curfew which was enforced by robots.

Planning on gaining money from the black market, Cordell hired a group of Skinks to blockade the planet from the rest of the Earth Empire. Heddy Garber came to Vourakis 3 to investigate the blockade. Three weeks after Garber arrived, the Twelfth Doctor learned of the situation and brought Garber to the Skink ship.
