Paul Shelley played the Minister of Persuasion in the Doctor Who story Four to Doomsday. For Big Finish Productions, he voiced Ethan Kalwell in The Relics of Jegg-Sau, Socrates in The Oracle of Delphi, and Jestan in The Whispering Forest.
Prior to appearing in Doctor Who he also appeared in Blake's 7 in the 1979 episode Countdown along with Tom Chadbon.
