The Chamberlain was a Jacondan who was loyal to his master, Mestor. His was an authoritarian personality. When one of the Jacondans, a porter, tried to steal vegetables from the Royal Hatcheries, the Chamberlain turned him in to Mestor and Mestor killed him by means of an embolism. The Chamberlain, after Mestor's death, was freed and was afraid he would be killed by other Jacondans. The Sixth Doctor refused to take him away when he pleaded, though the Doctor took others.
