The Cwejen were a race of clones of Chris Cwej created by the Great Houses of the Time Lords for military use during the War in Heaven. Each of the Cwejen came from a different timeline of the original Chris Cwej, giving their masters a large range of abilities to use.

They existed in three types: the original (blond and handsome) "Cwej-Prime", the fat and balding "Cwej-Plus", and the monstrous and heavily armoured "Cwej-Magnus". Each type existed in multiple iterations, which the Great Houses planned to use as an "Army of One". One of the Cwejen was present at a mysterious incident in the Hollywood Bowl, which may have been a point of contact with the Enemy. (PROSE: The Book of the War)

The Cwejen did not retain the conscious memories of their progenitor, but they were affected by his memories on an unconscious level. Some Cwejen who aided the Time Lord Straxus on a mission to 19th century Earth went mad for this reasons. One of these, who adopted the name Septimus from a human, began committing strange crimes themed with the number seven in an attempt to draw the attention of their "pale god", "Mister Seven".
