A laser torch is a piece of technology aqcuired by Torchwood Three. It is unknown whether it was a piece of alien technology that fell through the Cardiff rift, or created by Torchwood Three themselves. The torch appears to be handy for medical purposes. The device is able to not only open up flesh with a laser with virutally no mess, but can also reattach it with no visible signs afterwards.
