The Chief Sea Devil led the Sea Devils who has woken up in the 1970s.
Profile
Like some of his people, the Chief Sea Devil slept for millenia and woke up in an unfamiliar world dominated by Humans. The renegade Time Lord known as the Master persuaded the Chief Sea Devil to act against the Human race to destroy it. The Doctor argued otherwise and offered to broker peace between the two species. The Chief Sea Devil refused. The Master constructed a device designed to wake the rest of the Sea Devils. The Doctor rigged the device to explode and destroy the Sea Devils' base.
