Silas P was a Happiness Patrol secret agent who hunted people down who were not happy. He captured a Killjoy and tried to get the Seventh Doctor, but Earl Sigma arrived and stunned Silas P with a click with his fingers. The Happiness Patrol then shot Silas for not looking happy.
