A laser torch is a piece of technology aqcuired by Torchwood Three. It is unknown whether it was a piece of alien technology that fell through the Rift, or created by Torchwood Three themselves. The torch appears to be handy for medical purposes. The device is able to not only open up flesh with a laser with virutally no mess, but can also reattach it with no visible signs afterwards.
In 2009, Captain Jack Harkness and Ianto Jones used the laser torch to open up a dead body and retrieved a seemingly harmless alien from inside him that released morphine into the body.
