Sally Phelan was a young bride-to-be turned into a Cyberman. She was the only Cyberman to feel cold. She was going to marry a man named Gareth. Nothing is known about him and he never appears. He could have been someone in the crowd.

Before her wedding, Sally Phelan "upgraded" into a Cyberman. Nevertheless, she still remembered her past life. She tried to attack the Doctor and Mrs Moore.
