A jailer was in charge of the gaol where Susan Foreman, Ian Chesterton and Barbara Wright were imprisoned in Paris in July 1794.
He promised to make life easier for Barbara and Susan if they would be "friends" with him, but was angered when they refused. He then put Susan and Barbara in his "special" cell. He reported on Ian and Webster's conversation to Lemaitre.
The jailer was subservient to the First Doctor when he arrived at the gaol, pretending to be a regional officer. He was tricked by the Doctor into letting Barbara escape, but wasn't fooled again into letting Susan escape.
After Robespierre was shot, he was brought to the jailer. (TV: The Reign of Terror)
