Phillips was a London resident who, when the city was evacuated due to dinosaurs appearing, stayed behind to loot.

The Third Doctor and Sarah Jane Smith found him looting a jewellery store, but he threatened them with his gun. Thinking the travellers were also looters, Phillips told them to find their "own places". Soon afterwards, he was killed when his getaway car was crushed by a dinosaur.
