The Inspector was the man who halted the Eleventh Doctor, Amy Pond and Rory Williams soon after their arrival in Venice in 1580. He wanted to check their papers to ensure that they posed no risk of bringing the plague to Venice. The Doctor's psychic paper fooled him into thinking the Doctor and Amy were a viscount and viscountess and Rory her eunuch.
