Janartis was a captain in the Chancellery Guard, later promoted to commander, who sided with Imperiatrix Pandora during her attempt to take over Gallifrey. (AUDIO: Warfare)

He was annoyed that Annos was promoted to Castellan above him, and was determined to get the job. He was employed by Darkel to attack her as she made a speech so that she would gain votes in the Presidential elections, after the deposition of Romana II. (AUDIO: Mindbomb) Janartis was captured after doing so.

He was later released and exiled to the outlands. Romana found him in her ancestral home, the House of Heartshaven. He was attacked by pig-rats and K9's stun laser and forced to regenerate, but because he was infected by the Dogma Virus he became a pawn for Free Time. (AUDIO: Panacea)
