Josh Randall was a student at the University of East Wessex.

He was one of Dr Barry Hitchins subjects for testing psychic power. He had gotten psychic ability by drinking water spiked by Professor John Finer with a prototype cognition enhancer.

However, the drug also resulted in him becoming psychotic. He was going to allow Finer's time machine to run unchecked, collapse the universe and become God. The Fourth Doctor and the TARDIS were able to prevent this. A new timeline was created where Randall never developed psychic powers and had only a passing interest in the paranormal.
