Commander Millington was the Royal Navy officer in charge of the military base at Maiden's Point. He had an office that looked exactly like Adolf Hitler's office. Commander Millington was in charge of all the officers when the Russians attacked. Millington was shot and killed by Sorin, who was saving Bates's life.
