New World University was a school run by Victoria Waterfield. (HOMEVID: Downtime)

She founded the university with money she had inherited from the estate of her father, Edward Waterfield. The university had no instructors or tutors; instead, all instruction was designed and delivered via computer. The students, known as Chillys, wore a uniform of green sweatshirts with the New World University logo in yellow across the front and yellow caps bearing the NWU logo, as well as headphones through which they listened to a hypnotic electronic beat. They were also trained in what Victoria called "the Det-Sen disciplines".

The programme was actually designed by the Great Intelligence, which used the university's computer systems to control the students. It planned to spread throughout the Internet, creating a "World Wide Web of Fear", but was defeated by Sarah Jane Smith, Brigadier Lethbridge-Stewart, and his daughter Kate.
