Father Thane was the head of the Church on Florana in its early history. He was loyal to the High Priest, a Dalek who claimed to be an emissary of God. He heard the Dalek talking to the Fifth Doctor, and admitting that it was not a true god. Realising that he had been used all this time, he killed the Dalek, using its death as a symbol to start a greater war, and then tried to use a weapon known as the Cleansing Fire to wipe all non-believers from the face of the planet (Unaware that the 'Cleansing Fire' was actually a vast beacon intended to draw the Daleks to Florana).
