A Parisian artist was in a restaurant when the Fourth Doctor and Romana visited Paris in 1979, around the time Scaroth was conducting experiments with time.

The Doctor warned Romana no to move when he spotted the artist sketching her. When he told her she was being sketched, she quickly looked and knocked over a bottle. The artist, frustrated, stood up, through down his pencil, and tore and crumpled the sketch, throwing it on the floor and leaving.

Due to the time experiments, this event happened a second time, repeating the event of Romana knocking over the bottle and the artist crumpling the sketch. (DW: City of Death)
