Lieutenant Shears was an officer in the British Army. He found Lodge, the Third Doctor and Sarah Jane Smith guilty of looting and sentenced them to be held in a military detention center until they could be tried by the civil courts. He didn't believe the Doctor when he claimed to be with UNIT. (DW: Invasion of the Dinosaurs)
