The Foxkin were the original colonists of the Twist, and had evolved from foxes. When they found the colony, the humans inside it were dead. For generations, they tried to revive them, until they finally succeeded to do so. After that. they started guiding the humans in secret. However, individuals such as Idra Panatar learned of the Foxkin's existence.

When the Twelfth Doctor visited the Twist, he discovered the Foxkin, and helped them integrate into the human society. (COMIC: The Twist)
