Consultation Exercise was a poem in the anthology Now We Are Six Hundred.

Summary

Quarks, Cybermen, Mechonoids, Voord, and Zarbi all had special plans for Sol 3. All their plans end in defeat. Davros also wished to invade Earth but there was no point in invading without consulting the Doctor.
