Ruslan was a mineowner who River Song tried to stop. He was on the planet Syra to mine the planet for its profitable minerals. He tried to scare Helen Sinclair into telling the truth. He was trying to scam the people of Syra. (AUDIO: The Sonomancer)
Behind the scenes
Although the exact name of the species is not stated in the story, only its bear-like appearance, it is confirmed in BFX: Classic Doctors, New Monsters: Volume Two, where the Eighth Doctor meets another Ursine, that the Eighth Doctor previously met an Ursine in Doom Coalition.
