Parameters

If (or when) there are any, does this category cater for people who identify as transgender or does it only cover Time Lords who have changed sex? --Borisashton 15:33, January 30, 2018 (UTC)

I would say it caters for any living being/beast, being it a Dalek/Kaled, human, Time Lord, Terileptil, Cyberperson, Kroton, Bannermen(man?), Slitheen, Sea Devil, Sontaran, Sycorax, Draconian, Kroll or whatever. :) I left the option open by writing "individuals". --DCLM 15:47, January 30, 2018 (UTC)

I don't have time to explain why it's not okay to call a trans person, fictional or otherwise, "gender-swapped", or even to put trans people in the same category as Time Lords with different genders across their incarnations. The Doctor is not "gender-swapped". Vanessa is not "gender-swapped". You can't "swap" genders. A trans person never "changed" their gender; it was assumed at birth that they were something they're not. In the case of the Doctor, it's clearly not out of the ordinary to have different genders across incarnations.

It's simply not notable as a category, and literally living out different lives, with different bodies and different personalities that happen to have different genders between them, is not remotely similar to existing as a trans person. I can see no logic where putting Thirteen and Vanessa together makes any sense.
