The Crucible of Souls was an invention of the Doom Coalition. It was created in order to convert the life energy of the people at the end of the universe into regeneration energy to make the Time Lords immortal. The Nine, in an attempt to exorcise his previous lives, commandeered the station, killing the personnel onboard and tried to activate the Crucible early so then he would literally 'take the lives of everyone' and make himself immortal.
