Gatherer Hade was the Collector's assistant on Pluto. He collected taxes from the citizens of Megropolis One. He tried unsuccessfully to stop the Doctor and Leela from starting the rebellion against their masters, and was eventually thrown off a roof by the rebels to his death. (DW: The Sun Makers)
