In 5,000,000,029, a new "mood" called Bliss was released. Then a virus mutated in it killing most of the population of New Earth.
Because of this, New New York Undercity and the Motorway were quarantined and New Earth was separated from the outside universe to prevent a pandemic. The drivers in these areas remained there for another 24 years. (TV: Gridlock)
