Maria Gonsalves was the leader of a rebellion faction in Central America. She arranged with Kate Stewart the sale of a Dalek. She wanted to fund her movement to remove a supposed puppet government from her country. She had the Dalek dismantled and tricked Kate into buying the Dalek creature not it's weapons or casing.
