Mrs Fellowes was a human living in the village that the Doctor's cottage was located in during the 21st century.
According to her, she bought up "three strapping lads."
She was present in the pub where Josie's paintings came to life and so went to find her, eventually doing so, finding her with the Eighth Doctor. She helped the Doctor and Josie return the creatures back to the paintings. (COMIC: The Pictures of Josephine Day)
