Costa was a customs officer on Azure. He and his partner Fisk were sent on board the Empress to investigate vraxoin smuggling after the ship collided with the Hecate. At first they suspected the Fourth Doctor and Romana to be the smugglers, but they aided them in discovering Tryst and Dymond to be the real smugglers, and arrested them. (DW: Nightmare of Eden)
