PC Jimmy "Mitch" Mitchell was a Cardiff police officer and a colleague of Gwen Cooper prior to her joining Torchwood Three. He was jealous and distrustful of Torchwood.
A few weeks before joining Torchwood, when Gwen was in the police, she and Mitch worked together on late night patrols. (PROSE: Another Life) They would often share chips at three in the morning; that was back when he had a bushy moustache. (PROSE: Slow Decay)
