Doctor Rajesh Singh was a top researcher at the Torchwood Institute, assigned to research and monitor the Void Ship at the time of his death in 2007. He had undergone psychic training upon entering Torchwood, and was able to see through the psychic paper's illusions, and thus foil Rose's attempt to gather information.
