Dust or Foreman's World was a planet on the edge of the galaxy that was colonised by the Earth Empire but never fully developed. It was eventually abandoned by the Empire, leaving the colonists to fend for themselves.

In the 38th century, Dust was visited by I.M. Foreman's Travelling Show. Faction Paradox knew that Foreman's last incarnation would be convinced to merge with the planet's biosphere and turn it into a fertile world, so they sent agents to infect Foreman with the biodata virus and turn Dust into a new sentient homeworld. However, they were stopped by the Third Doctor, who regenerated after being shot by local woman Magdelana Bishop, and the virus attached to his biodata instead. I.M. Foreman then successfully merged with Dust's biosphere and renamed the planet "Foreman's World". (PROSE: Interference - Book Two)

While the Eighth Doctor talked with I.M. Foreman, (PROSE: Interference - Book One, Interference - Book Two) Lolita visited her sister and tried to convince her to join her in preparation for the upcoming War in Heaven. (PROSE: Toy Story) Shortly afterwards, Foreman discovered that her bottle universe had been stolen (PROSE: Interference - Book Two) by the Time Lords. (PROSE: Interference - Book Two, The Ancestor Cell)
