Burton was the manager of Shangri-La in Wales. He took in the Nostalgia Tours group that had accidentally landed there, mistaking them for the group he had been expecting. He helped the Doctor defeat Gavrok and the Bannermen, who had arrived in pursuit of Delta. (DW: Delta and the Bannermen)
