Constable Cummings was a police officer in Oxfordshire during the 1920s. He was under the command of Sir Robert Muir.
On 11 June 1925, Cummings discovered the Doctor's TARDIS on the north platform of the Cranleigh Halt train station and had it moved to police headquarters. He was unsuccessful in opening its door. The Fifth Doctor, under arrest on suspicion of murder, was taken to the police station, where he easily opened the TARDIS doors. He exonerated himself by allowing Muir, Cummings and Sgt.
