Cult of the Vampire Rassilon was established after Rassilon became a Vampire (which is why Time Lords and Vampires share 98% of the same genes) and a Gallifreyan cult sprang up around this occurance. In the Capitol, in ducts and serviceways where The Time Lady Ruath was a member of this cult. She possesed the Sigil ring of the Great Vampire. The cult was a small one with prophesies detailing the coming of the Vampire Messiah. One book was made out of human flesh and the spine was literally a spine. (MA: Goth Opera)
