The Monitor was a coastal patrol radio ship. It recorded and relayed all ships' radio calls to aid in rescue and identification work. It had very powerful transmitters.
After a depth charge destroyed the Carpanthan city, the Carpanthans hijacked the Monitor and put the crew in a deep sleep. They sent out prerecorded messages with false information to ships so that they would sink, forming the basis of a new city. The Third Doctor and the Brigadier went to the ship to investigate and found the captain who told him of the invasion. The Doctor said the crew would recover with treatment.
