Seth Rackoff was a movie director known for his work on dinosaur movies, the most popular of which "Terror Dactyls" had extreme success, which critics bestowed Seth the name of "Dinosaur King" due to it's popularity. The Fifth Doctor met Seth in Hollywood in 1938. It was during his trip to the Grimoire of Anubis that he fell under the control of the trapped Osiran god Kephri, and brought an assortment of Osiran technology including an Osiran service robot and the Scarabaeus.
