Stevens was the director of the Global Chemicals oil refinery at Llanfairfach. He had been taken over by BOSS, and tried to stop the Doctor and UNIT from shutting down the refinery. The Doctor used a Metebelis Crystal to help Stevens regain control, who then sacrificed himself by triggering an explosion which destroyed BOSS and the refinery. (DW: The Green Death)

In the novelisation, he is given the first name of Thomas. However, in the spoof 'Global Conspiracy' it is revealed that he is Director-General of the BBC.In the same spoof, his first name is given as Jocelyn.
