The Energy blasters were created by The Preachers on Pete's World to kill the Cybermen. They could easily blow off the head of a Cyberman.
The Doctor enhanced some blasters to penetrate the heat shields and Polycarbide of a Dalek. The blasters had temporarily disabled the Cult of Skaro's weapons, though the Daleks quickly adapted to the new weaponry and quickly regained control over their weapons. (DW: Doomsday)
