Dalek 16 was the designation of a Dalek that was among those created by a trio of Dalek survivors whose factory ship (PROSE: War of the Daleks) had crashed on Vulcan. After being assembled in a factory line, the newly-created Daleks declared themselves "the new race of Daleks" and prepared to "impose the Law of the Daleks" to the colony, meaning they would exterminate all human beings on the planet.
