And the Empress of the Racnoss, and the Pyrovile woman, and Davos, ect.. All of whom actually can be seen in the flashback. The Judoon was just very brief voices in her memories, but the others, who weren't credited, were physical appearance flashbacks that last longer! The Howling → Judoon in The End of Time
There be spoilers about un-released stories here.
Run back to the forums if you're scared.

In the Radio Times credits for both parts of The End of Time, the Judoon are listed. So when will they appear in Part Two? At the end, to come and arrest the villains? Thoughts and comments please. 86.7.93.61 20:05, December 29, 2009 (UTC) -->

There is only one alien villain (the Master) who will most likely be killed, and they couldn't arrest humans. The Vinvochi aren't really bad guys, they just want what is theirs back, in case you refer to them.

As for the Judoon appearing, I saw pictures of what appeared to be Shadow Proclamation members (who were intended to appear in The Stolen Earth, but couldn't. They were monks and apparantly there were a few aliens filming with these monks, and supposodly that Shadow Proclamation woman) filming for the End of Time, and Jack was filming there, too, and the Docvtor was seen on sight. Perhaps they have become aware of the events taking place on Earth, or someone asked for their help (probably Jack, seeing as he left Earth, he could contact them if he knew what was happening)? Seeing that, the Judoon would appear because they're part of the proclamation. Delton Menace 20:13, December 29, 2009 (UTC)

You can hear the voice of the Judoon when Donna is having her mental breakdown (during a memory), so I think that's why they are credited. The evil dude. 20:28, December 29, 2009 (UTC)
