In the End of Time the Doctor refers to the Lord President as Rassillon, and he is also called Rassillon by Russell T Davies in Confidential.
Even though he was immortal, he is seen as just a floating head in the Five Doctors, so this is likely just a projection, meaning he may not have been in the Dark Tower. The Big Finish productions say that his mind lived on in the Matrix. How did Rassillon not only get a new body, but become Lord President?--TemporalSpleen 13:21, January 2, 2010 (UTC)
